The TCO is funded by the Blue Fund as part of the Quebec Water Strategy's National Water Plan, which implements concrete measures to protect, use, and manage water and aquatic environments in a responsible, integrated, and sustainable manner. Its mission is to foster dialogue among stakeholders to achieve shared objectives regarding issues related to the Ottawa River | Kichi Sibi. It offers 19 seats representing four sectors reflecting the various uses of the environment.

The Témiscamingue Watershed Organization (OBVT) is a regional organization whose objective is the protection and improvement of water quality. Created in January 2010, the OBVT relies on collaboration with partners from various sectors—economic, community, municipal, Indigenous, and governmental—to identify issues and implement its actions within the territory. The organization receives a core grant from the MELCCFP (Ministry of the Environment, the Fight Against Climate Change, Forests and Parks) to develop and implement its Water Master Plan (WMP).

The ABV des 7 is a watershed organization dedicated to the implementation of integrated and concerted water management on the seven watersheds of its hydrographic unit, including the Blanche Ouest river, the Coulonge river, the Dumoine river, the Gatineau river, the Noire river, the Quyon river and part of the Ottawa river (residual basin).

The Lièvre River Watershed Committee (COBALI) is a watershed organization whose mission is to protect, improve and enhance the water resources of the Lièvre River, Blanche River and Pagé Creek watersheds, as well as the resources and habitats associated with them.

The OBV RPNS is a non-profit organization recognized and mandated by the Government of Quebec. Its mission is to ensure the integrated management of water and living environments, by mobilizing all stakeholders and users in its management area, in a process of consultation, planning and implementation of the Water Master Plan for the watersheds of the Rouge, Petite Nation and Saumon rivers.

The Rivière du Nord Watershed Organization (OBV RDN) is an organization designated by the Government of Quebec to ensure the necessary collaboration among stakeholders within its management territory to develop water resource planning, including their uses and associated environments. This planning aims to implement concrete measures to protect, use, and manage water and aquatic environments in a responsible, integrated, and sustainable manner.
